This audit was conducted in connection with the upcoming Act on the Admission and Posting of Workers (Wtta). During the audit, an assessment was made of the extent to which UBN complies with the (future) requirements that this Act imposes on temporary employment agencies.

What is the Wtta, and what does it mean for your organization?
The Act on the Licensing and Provision of Temporary Workers (Wtta) is a new law designed to ensure the quality and reliability of temporary employment agencies in the Netherlands. This law, which takes effect on January 1, 2027, has direct implications for organizations that use temporary workers.
The core principle of the Wtta is that only officially licensed temporary employment agencies are permitted to operate in the Dutch market. To obtain this license, they must meet strict requirements in areas such as:
- Proper payment of wages (in accordance with the collective bargaining agreement and applicable laws)
- Payment of taxes and social security contributions
- Transparent record-keeping
- Compliance with labor laws and regulations
Temporary employment agencies that do not meet these standards will not be licensed and will no longer be permitted to provide workers.
What does this mean for you as a user of temporary staff?
As an organization that hires temporary workers, you will soon be required to work exclusively with licensed staffing agencies. If you fail to do so, you risk penalties, such as fines or liability for unpaid wages or social security contributions, for example. The Wtta helps you, as a user of temporary workers, conduct business with greater certainty. This is because you know that licensed agencies have been inspected and meet important quality and reliability requirements.
Why is the Wtta being implemented?
The Wtta will take effect on January 1, 2027, to combat abuses in the temporary employment sector, such as underpayment, poor working conditions, and fraudulent arrangements. At the same time, the law will ensure a more level playing field for legitimate temporary employment agencies.
